Call for Experts to Conduct Study Visit for Young Social Entrepreneurs. Belgium

The EU-funded Project “Green House for Social Innovators” is looking for a consultant or and an organisation to develop and conduct a 5-day long study visit to Belgium dedicated to social entrepreneurship for young innovators and youth leaders from the Eastern Partnership countries.

Brief information on the project The overall objective of the project “GreenHouse for Social Innovators” is to foster active participation of youth in the labour markets and social economy of Georgia, Belarus, and Ukraine and contribute to sustainable and smart growth, social cohesion and reduction of inequalities in the EaP societies.

The specific objective of the project is to strengthen local young social entrepreneurs’ and trainers’ communities in Georgia, Belarus, and Ukraine via launching and running an Acceleration programme with a special focus on sustainable green and digital social business models and international exchange.

The services outlined in this Terms of Reference (ToR) are designed to support the project objectives and enhance the knowledge of participating young experts, social enterprises, and youth leaders from EaP about innovative, green/Hi-tech business models adopted by EU-
based social enterprises. Additionally, the services aim to facilitate the dissemination of this information within their respective communities and foster new connections between participants from Eastern Partnership countries and the EU using the examples of Belgium and Germany.
To contribute to the achievement of these goals, a 5-day study tour has been planned, providing participants with opportunities for direct learning, experience exchange, and networking.

The service provider should prepare and conduct one education trip to Belgium dedicated to studying of Belgian social economy landscape with the focus on sustainable green or digital social business models.
The specific objectives of the study tour could be achieved through providing knowledge and understanding of innovative solutions applied by social businesses such as:
• new business models that leverage shared economy concepts, product/service
innovations that introduce new solutions, tailored to local community needs
• technology Integration
• circular economy practices
• renewable energy solutions, etc.
The study tour should offer the meetings with at least 10 social enterprises in Belgium to establish and strengthen knowledge exchange and partnerships between Belgium/EU and the selected young experts, leaders and social enterprises from the EaP countries for mutual
benefit of the participants.

Tasks to be performed by the contractor The contractor is responsible for providing the following services:
To prepare and conduct 5-day long study visit to Belgium for project participants dedicated to studying innovative, green/HiTech social business enterprises.

Scope of work:
Prepare and conduct the study tour, including:
- to identify the list of potential social enterprises/other organisations of the Belgium social
economy to be visited (at least 10 organisations)
- to prepare a detailed programme with the topics to be covered during the visit
- to communicate with host organisations in Belgium
- to accompany the group during the study tour (one person per day)
- to prepare and deliver the introductory lecture for the onboarding for the programme
during its launch
- to support IBB gGmbH logistical team with the arrangement of participants’ transport,
meals and accommodation. It should be noted that IBB gGmbH will cover all costs
related to participant expenses
- to prepare in cooperation with the IBB gGmbH the assessment forms for the participants of the study tour and analyse their results
- to participate in de-briefing meetings with IBB gGmbH after study tour to formulate lessons learned and identify areas for improvement
- to prepare the report including lessons learned, analysis of assessment forms, testimonials, and recommendations from the consultant (s) as well as financial statements

Deliverables:

1. Programme of the Study visit
2. Study tour for 14 representatives of the target groups to Belgium + 3-4 organisers
3. Report containing financial documentation and narrative part
Certain milestones, as laid out in the table below, are to be achieved during the contract
term:
Commercial offer submission 24.03.2025

  • Arrangement of study visit including, visit programme, logistics plan and tour schedule. 07.04.2025
  • Submission of final tour report. 07.06.2025
  • Period of assignment: from 01.04.2025 until 31.08.2025.

In the tender, the tenderer is required to show how the objectives defined are to be achieved. The tenderer is required to consider the tasks to be performed with reference to the objectives of the services put out to tender. Following this, the tenderer presents and justifies
the explicit strategy with which it intends to provide the services for which it is responsible. The tenderer is required to create an operational plan or schedule that describes how the services are to be provided and the budget.
